The 2004 - 05 regulatory financial statements are the fifth set of accounts prepared for submission to the Postal Services Commission (Postcomm). Royal Mail Group plc is required, under Condition 14 of the Licence granted by Postcomm on 23 March 2001, to provide regulatory financial statements. Postcomm was created under the Postal Services Act 2000 and established in November 2000 as an independent regulator for the UK postal industry.
The regulatory financial statements are based on the statutory accounts of Royal Mail Holdings plc for the 52 week period ending 27 March 2005, on which the auditors have expressed an unqualified opinion. The statutory accounts comply with UK GAAP, the Companies Act and the accounts disclosure requirements of chapter 12, paragraphs 43 and 43(a) of the Listing Rules of the Financial Services Authority.

We are required by condition 14(a) of our Licence to prepare and submit audited regulatory financial statements to Postcomm. They are not intended to be stand alone accounts. Wherever possible, the regulatory accounts refer to the statutory accounts of Royal Mail Holdings plc.

The 2000 - 01 Regulatory Financial Statements relate to a period before the current regulatory environment was introduced. Royal Mail has nonetheless agreed to provide this information in response to a request from Postcomm. As such the information contains assumptions and estimates as agreed with Postcomm.
